A Family-Owned Company

Cleveland Construction, Inc. was founded by the late Richard G. Small and his four sons in 1980. Mr. Small was a Mentor, Ohio resident who worked over 20 years as a construction superintendent before starting Cleveland Construction. With the help of his four sons, Cleveland Construction began performing on drywall projects working out of the basement of his home in Mentor.

Cleveland Construction’s first contract was the drywall package for a restaurant in Painesville, Ohio. After successfully completing several other local projects, most notably for Zayre and J.C. Penny’s department stores, Cleveland Construction opened its second office location in Mentor and incorporated the company in 1984.

Offering General Contracting Services

Shortly after opening its office location in Mentor, Richard Small and his sons realized the value of an expanded level of service and decided to offer general contracting solutions after the award of the company’s first prime contract with Cleveland State University. 

With continued success managing projects in Southern Ohio, in 1988 Cleveland Construction established its first branch office in Mason, Ohio and in 1995 opened a Columbus office for the purpose of expanding its business further into Ohio, Indiana and Kentucky. Cleveland Construction continued its growth during the 80’s and 90’s working on multiple prime and interiors projects throughout Ohio and in other Midwest states. 

In 1991, Cleveland Construction won its first big-box retail general contract with Walmart Stores, Inc. for a new retail store in Mentor, Ohio. This project was the beginning of Cleveland Construction’s retail experience and long history as one of Walmart’s leading contractors in compliance and performance, eventually being awarded Walmart’s General Contractor of the Year Award in 2005. 

In the late 90’s, Cleveland Construction was awarded multiple interior contracts with a large entertainment resort in Bay Lake, FL for the construction and renovations of over 600 hospitality units at 2 resort hotels.  Cleveland Construction also was contracted to complete the exterior framing and skin package that included over one million square-feet of metal framing and plaster at the JW Marriott at Grand Lakes Resorts in Orlando, FL. Repeat prime and specialty contracting work in the State of Florida ultimately led to the opening of a branch office in Orlando, FL in 1999 and was later relocated to Naples, FL in 2006.

Like Father, Like Son(s)

When Richard Small passed away after a long battle with Alzheimer's disease in 2005, his son, Jon Small, became the company’s President, assisted by his older brother Mark Small as Chief Financial Officer and younger brother James Small as the company’s Vice President & Secretary. 

Continuing to expand operations nationally became a major part of the company’s growth strategy with Richard Small’s sons now leading the company. In 2006, Cleveland Construction opened up its Jessup, Maryland office to support its building efforts in the Baltimore and Washington, D.C markets. In 2007, Cleveland Construction was awarded a $40 million interiors contract for Johns Hopkins Hospital’s new clinical building in Baltimore, which at the time was the company’s largest contract ever and the largest healthcare project under construction in the nation.

In 2008, Cleveland Construction opened its 6th regional office in Charlotte, N.C. to support the growing Mid-Atlantic market. In 2013, the company reshaped Uptown Charlotte’s skyline with the completion of a 22-story mixed-use high-rise development, SKYE Condominiums & Hyatt Place Hotel. 

In 2014, Cleveland Construction celebrated completing over 50 million square-feet of retail space since specializing in retail construction in 1992. In the same year, Cleveland Construction also completed construction of the largest Candlewood Suites hotel in the world at Fort Sam Houston military base in San Antonio, Texas.
